The Firm was established by Idaho natives and twin sisters, Blake L. Jacobs Houlihan and Brook L. Jacobs Mangum. Our approach regarding legal issues is rooted in our belief that we can make tomorrow better for our clients and our community through client-centered advocacy.

Brook L. Jacobs Mangum
Attorney at Law
Mrs. Mangum's practice focuses primarily on general civil litigation matters. Prior to beginning her own practice, Mrs. Mangum worked as an attorney in law firms located in both Nevada and Idaho. Mrs. Mangum obtained her Juris Doctor from the University of Nevada Las Vegas, William S. Boyd School of Law in 2019. She graduated from law school a semester early and in the top one-third of her class. During the course of obtaining her Juris Doctor, Mrs. Mangum was a member of the Nevada Gaming Law Journal. She received a CALI Excellence for the Future Award in Federal Indian Law. Mrs. Mangum also had the distinct privilege of serving as a Law Clerk Extern for the Las Vegas law firm of Kemp Jones, LLP and as a Law Clerk Intern for the Eighth Judicial District Court, Honorable Judge Joe Hardy, Jr. Prior to law school, Mrs. Mangum obtained her undergraduate degree in Business Finance from Boise State University. She graduated from Boise State with a cum laude distinction in 2014. When Mrs. Mangum is not in the office, she enjoys spending time outdoors and having “get-togethers” with her family and friends.
Blake L. Jacobs Houlihan
Attorney at Law
Mrs. Houlihan obtained her Juris Doctor from Gonzaga University School of Law and was one of the top students in her class graduating Summa Cum Laude in 2018. Mrs. Houlihan obtained her undergraduate degree in Business Administration from Boise State University graduating Magna Cum Laude in 2014. While in law school, Mrs. Houlihan received CALI Excellence for the Future Awards, which designated her as the top student, in eight classes. Mrs. Houlihan was also an Editor on the Gonzaga Journal of International Law and a member of the National Appellate Advocacy Moot Court Team. After graduating from law school, it was Mrs. Houlihan’s distinct honor to serve as a Law Clerk for the Honorable Chief Judge David Gratton of the Idaho Court of Appeals. After her clerkship, Mrs. Houlihan, a native of Kamiah, Idaho, decided to venture closer to home and began practice in the private sector at a local law firm in Lewiston, Idaho. Mrs. Houlihan and her twin sister, Brook L. Jacobs Mangum, opened Jacobs & Jacobs, PLLC in 2023 with the goal of providing great legal services and helping individuals in the local community. Mrs. Houlihan’s practice focuses primarily on estate planning, probates, guardianships, conservatorships, contract law and real estate transactions. Mrs. Houlihan is family oriented and when not in the office, she enjoys spending time with her husband, their two daughters, and extended family. Mrs. Houlihan loves sports, cooking, and the great outdoors.
Blake Jacobs Houlihan
Member Attorney
Blake specializes in assisting clients in Idaho and Washington with estate planning, probate, guardianship, trust administration, and transaction matters. Blake was born and raised in Kamiah, Idaho. She graduated summa cum laude from Gonzaga University School of Law in 2018, where she was recognized as one of the top students in her class. During law school, she received eight CALI Excellence for the Future Awards, recognizing her as the top student in those courses. She also served as an Editor for the Gonzaga Journal of International Law and was a member of the National Appellate Advocacy Moot Court Team. Following law school, Blake had the distinct honor of serving as a Law Clerk for the Honorable David Gratton of the Idaho Court of Appeals. After completing her clerkship, she returned closer to home and began practicing in the private sector at a local law firm in Lewiston, where she continued building her passion for serving individuals and families in her community. Outside of the office, Blake enjoys spending time with her husband and children and values the balance of family, community, and meaningful work.
Brook Jacobs Mangum
Member Attorney
Brook practices on behalf of both Plaintiffs and Defendants in a variety of general civil litigation matters. Brook was born and raised in Kamiah, Idaho. She obtained her Bachelor of Business Administration degree in Finance from Boise State University and graduated with a Cum Laude distinction. She went on to obtain her Juris Doctor from William S. Boyd School of Law, graduating early and within the top-third of her law school class. In the course of obtaining her Juris Doctor, Brook helped teach basic guardianship law to unrepresented members of the local community, in conjunction with the Legal Aid Center of Southern Nevada. She also served as a member of the Nevada Gaming Law Journal. Brook is licensed to practice law Idaho, Washington, and Nevada (inactive). Prior to graduating law school Brook had the distinct opportunity of completing a judicial externship for the Honorable Judge Joe Hardy Jr. at the Eighth Judicial District Court in Nevada. She began working as a law clerk and then associate attorney at the commercial litigation firm of Kemp Jones, LLP and begin her own practice at the law firm of Jacobs & Jacobs, PLLC in 2023.

Paralegal
Kenna is a paralegal who believes the legal process works best when it is organized, approachable, and grounded in clear communication. She brings a detail-driven, calm, and solutions-focused approach to every case, with a strong commitment to supporting both clients and attorneys throughout the legal process. She is known for keeping cases on track — from managing deadlines and documents to helping clients understand what comes next. Kenna genuinely enjoys the behind-the-scenes work that keeps everything running smoothly and takes pride in being someone people can rely on for accuracy, follow-through, and professionalism. Outside of work, she values time with family and staying organized in all areas of life — a mindset that naturally carries over into her work. Her goal is to make the legal process feel a little less overwhelming and a lot more manageable.
Jordan Fitzgerald
Legal Assistant
Jordan is a legal assistant who believes that a great client experience starts with kindness, organization, and clear communication. As one of the first points of contact at the firm, she takes pride in creating a welcoming environment while helping keep daily operations running smoothly. She is known for her professionalism, reliability, and ability to stay calm and organized in fast-paced situations. From managing calls, scheduling appointments, and assisting with case preparation to supporting both clients and attorneys, Jordan helps ensure that every detail is handled with care and efficiency. She understands that reaching out to a law firm can often feel overwhelming, and she strives to make each client feel comfortable, supported, and confident from the very first conversation. Outside of work, she enjoys spending time with family and friends and values bringing a positive, approachable energy into both her personal and professional life.
